• Four-new departments have been formed:

• A 'Cyber Lab' was inaugurated at Lalbazar to train officers dealing with cyber crime in cyber forensics and allied areas
   

PERSONNEL & ADMINISTRATIVE REFORMS

• The upper age limit of general candidates in Group 'C’ and 'D' categories of Government jobs has been extended from 37 years to 40 years, to 45 years in the cases of SC and ST candidates and 43 years in the case of OBC candidates.

• The Vigilance Commission reformed by turning the one man commission to a three-member commission.

HEALTH & FAMILY WELFARE

• Sick Neonatal Care Units (SNCU)

• So far the state had 70 beds for SNCU in six-hospitals. The new government has extended the facility to 194 beds for SNCU in 13 hospitals. Effective mother & child care has been prioritised. Six- new units for sick new-born babies have been commissioned in B. C. Roy & M. R. Bangur, Howrah, Malda, Baharampur and Siliguri hospitals.
• Mobile medical units (MMUs) have become operational in Jangalmahal blocks.
• To monitor the timely running of the OPDs in hospitals with 100 or more beds, an SMS-based monitoring system has been introduced.
• Necessary manpower is being inducted in phases. More than 300 new medical teachers have been recruited, 285 Auxiliary Nurse cum Midwives (ANM) have recently been recruited.

INFORMATION & CULTURAL AFFAIRS

• Information & Cultural Affairs observed statewide celebration of 150th birth anniversary of Rabindranath Tagore in a befitting manner. The department decided to take up a project for repairing of the Tagore House at Jorasanko jointly with the Union Govt.

• The 17th edition of the Kolkata Film Festival, this year, was organized festival, along with the inaugural International Children’s Film Festival.
• The 11th edition of Natya Mela was organized in Kolkata and Howrah, followed by an extension of the event in Siliguri of North Bengal.
• A state-level Committee has been formed to implement various programmes on the occasion of sesquicentennials of Swami Vivekananda. Bangabhushan, Sangeet Samman awards instituted and awarded to legendary personalities.

MINORITY AFFAIRS & MADRASAH EDUCATION

• The state government has set a target to affiliate 10,000-unaffiliated - Madrasahs and the process has already been stated.

• 20 acre and five-acres of land at Rajarhat, New Town has been allotted for Aliah University and New Haj Tower respectively. In Kolkata Municipal Corporation area, four Ward Health Units and three Urdu medium primary schools have been set up with funds from this the Minority Affairs & Madrasah Education department.
• Persons with mother tongue Urdu, Hindi, Oriya, Nepali, Gurumukhi and Santhali have been declared as Linguistic Minorities. Minority Educational Institutional Status Guidelines have been finalised by which various Institutions will be recognised without any government grant-in-aid.
• Districts to have one Minority Welfare Office building.

HILL AFFAIRS

• A bill for the creation of Gorkhaland Territorial Administration (GTA) was passed in the West Bengal Legislative Assembly on September 2, 2011.

• A Memorandum of Agreement was signed between Government of India, Government of West Bengal and Gorkha Jamnukti Morcha (GJM) on the July 18, 2011.
• The State Government has sanctioned Rs. 50 crore as initial assistance for repair of infrastructure damaged in the districts of Darjeeling due to earthquake.
• Renovation of existing rope-way in Darjeeling is on the verge of completion, one test run has already been made.

PUBLIC ENTERPRISES AND INDUSTRIAL RECONSTRUCTION

• To revitalize the big, medium and small closed or sick industrial units, the new West Bengal Industrial Renewal Scheme 2011 has been formulated with new enabling provisions for the units attempting revival.

• For PSEs like Lily Projects Ltd., Neo Pipes & Tubes Ltd., National Iron & Steel Co. Ltd. and Electro-Medical & Allied Industries Ltd., different paths of Public-Private-Partnership (PPP) arc being examined for sustained revival of the companies.
• Financial Restructuring of Britannia Engineering Ltd. involving conversion of Debt into Equity followed by capital reduction has been completed. This has enabled the company to attain a positive Net worth and capable of approaching Financial Institutions for its business requirements.

PARLIAMENTARY AFFAIRS

• A total of 17 Bills were introduced and passed in three Sessions of the House.

• Important discussions held in the House include:
  'The Singur Land Rehabilitation and Development Bill, 2011'
  'The Gorkhaland Territorial Administration Bill, 2011'
  ‘The West Bengal Finance Bill, 2011'
  ‘The West Bengal University Laws (Amendment) Bill, 2011'
  ‘The West Bengal Staff Selection Commission Bill, 2011’
  ‘The West Bengal Co-operative Societies (Amendment) Bill, 2011'
• The Bengal Legislative Assembly (Members Emoluments) (Amendment) Ordinance, 2011 was promulgated on November 16, 2011 for raising the daily allowance of Members of WBLA was discussed and passed in the House.

INFORMATION TECHNOLOGY

• Government has introduced a slew of e-initiatives in the last few months for implementation of e-Office, e-Tendering, e-Auction in various Departments and offices of the State Government.

• For hassle free property transfer a pilot project for linking Land & Land Reforms Department with Registration Directorate using WBSWAN has been concluded successfully. Decision to roll it out in selected areas of the State has been taken.
• The tender on State Portal and State Service Delivery Gateway has been finalised.
• This will give a new technically advanced Portal for the State and through it many services like Application for various Scholarships for students, Disaster Management Grants, Fire services etc.

COMMERCE & INDUSTRIES

• To generate more revenue from minor minerals like sand / boulder / pebble a proposal has been initiated to grant mining lease for the above mentioned minerals by auction. It will ensure transparency in grant of lease and will reduce wastage of minerals.

• Construction of infrastructure like arterial road, internal road and road side drain has been completed in Vidyasagar Industrial Park, Kharagpur. There approximately project cost was Rs. 47.43 crore.
• The State Government had signed agreement/MOU for setting up Rs.26000 crore worth package of projects including an eco-tourism park and a 1980 MW power plant at Nayachar Island in East Midnapore district.
• Matrix Fertilizer & Chemical Ltd. is setting up of a 2200 MTPD Ammonia Plant and 3850 MTPD single stream Urea Plant at Panagarh Industrial Park with a proposed investment of Rs 11000 crore and employment generation of 1525.

PUBLIC HEALTH ENGINEERING

• Two surface water based water supply schemes based on River Bhagirathi as source i.e. Nadia North Sector Part-I and Nadia North Sector Pat-II in the District of Nadia with an estimated cost of Rs. 144.15 crore have been inaugurated. These two schemes will supply arsenic free drinking water to 7.56 lakh people across 164 villages.
• A long term planning initiated to supply safe drinking water in the all 23 Maoist influenced blocks, in districts of Bankura, Purulia and Paschim Midnapore. Under this plan 50 schemes, whose total project cost (expenditure) is Rs. 142 crore has already been completed.
• E-tendering system in PHE department has very recently been successfully launched as "One More Step Ahead towards e-Governance in Public Health Engineering Department, Government of West Bengal".
• Overall planning of piped water supply to most of the areas of Bankura and Purulia Districts has been completed. This planning envisages collecting water from DVC and other rivers.
   

PANCHAYATS & RURAL DEVELOPMENT

• All particulars of pension beneficiaries were verified and final data base of all blocks (except 4) has been uploaded in the website.
• The State Government has adopted measures to ensure jobs to all under the scheme of 100 Days’ Work.
• Under the Indira Awas Yojna, out of an annual target of 1,99,176 of houses, 158,725 no. of houses were sanctioned till November, 2011 (79.69% of annual target).
• Under the Backward Regions Grant Fund-Proposal for 2nd Installment for 2011-12 in respect of South 24 Pgs & Malda sent to MoPR, Government of India.

FINANCE

• Centralised Registration of Mortgage Deeds:
  The Govt. has also started centralized registration of mortgage deed under a scheme of the Govt. of India to prevent fraudulent and multiple transfer of mortgage properties.
• Basic Service to the Urban Poor (BSUP):
  Remission of stamp duty (amount payable – Rs. 100/- only) and registration fees has been allowed for execution and registration of document under the Basic Service to the Urban Poor (BSUP) /Integrated Housing and Slum Development Project (IHSDP) of JNNURM.

• Online VAT registration of certificate:
  The online registration has been made compulsory from 1st. August, 2011. Application can be filed from anywhere, anytime (24 X 7). Tracking of status of the application is possible at the exporter’s end through 'Dealer's Proile' link in the Directorate's website.

• Rationalization of stamp duty in case of (a) family settlements under article 58(A) of the Stamp Schedule (b) petition among family members (c) short term or long term lease documents (d) assignment of lease among family members.

POWER AND NON-CONVENTIONAL ENERGY SOURCES

• Installation of new 220 KV & 132 KV sub-stations in the backwards districts of West Bengal along with transmission lines and associated transmission system (Rs. 1688.51 crore).
• WBSETCL has completed the Muriganga River crossing line and has extended grid power to Sagar Island from 19th October, 2011.
• Under Rural Village Electrification (RVE) Programme, 623 nos. of solar PV home lighting systems have been installed.

MUNICIPAL AFFAIRS

• Hoarding free zones in Kolkata City have been identified. A committee has been constituted for formulation of guidelines for hoarding at Kolkata involving KMC, PWD and KMDA.
• Construction of new houses under State Scheme for Housing for Urban Poor- Under IHSDP, an amount of Rs. 52.35 crore has been spent for infrastructure improvement of slum areas and construction of new houses in all 80 small an medium non mission towns.
• A detailed data bank on the existing infrastructure of all the 127 Urban Local Bodies has been prepared. The Department has released a fund to the tune of Rs. 32.45 crore to KMDA in order to meet up the ULBs' share for various water supply, drainage, solid waste management and other infrastructure improvement projects sanctioned under JNNURM.
• In order to prevent fire accidents, Fire hazard and Mitigation Plans for Kolkata and Howrah have been prepared in consultation with corporations and Fire Services Department and has been notified in Kolkata Gazette.
• To encourage the tax-payers who had not paid the Municipal taxes for a long period and lacing difficulties for the accrued among of interest, their interest has been waived under Waiver Scheme.
• For beautification of Kolkata few steps had already been taken. All wards were decorated by plantation of trees, plantation of ornamental lamp posts etc. All municipalities have been instructed to beautify their own areas in the same way.

URBAN DEVELOPMENT

• The process of preparation of land bank on GIS format has already been started. The 'Land Bank' for 13 Development Areas have been prepared and submitted to Land & Land Reforms Department. Haldia Development Authority (IIDA) under this Dept. has made remarkable achievements by digitizing and referencing all its mouza maps at plot levels and by updating these maps on basis of Land Use Survey and latest quick-bird satellite imageries obtained National Remote Sensing Agency, Hyderabad.
• The Work of River Front Development for 5 (five) Ghats of Kolkata namely, Cossipore Pramanik Ghat, Annapurna's Ghat, Gola Bari Ghats, Kashi Mitra Burning Ghat, Hara Chanda Mallick Ghat by KMDA under NGRBA Program has been completed.
• Gitanjali Stadium: Work completed and ready to use.
• Aliah University (20 acres). Hajj House (5 acres). National Security Guard (acres), Infosys (50 acres) and Wipro (50 acres) have been provided with lands.

IRRIGATION & WATERWAYS

• Around 18.39 lakh hectare of area could be brought under Kharif irrigation through DVC, Mayurakshi & Kangsabati Reservoir Project in this year, which is more than 90% of the target.

• Around 500 odd works relating to maintenance and repair of irrigation canal system in the districts of Burdwan, Bankura, Purulia, Birbhum, Murshidabad, Hooghly and Howrah have been initiated from December, 2011.

MICRO AND SMALL SCALE ENTERPRISESS

• West Bengal Incentive Scheme, 2007-Rs 43.42 crore in favour of 411 units has been approved by District Level Committee.
• Photo ID cards have been prepared for 1,01,971 handicraft artisans of West Bengal date.
• Participated in the International Autumn Fair held at Birmingham in UK from 4th to September 7, 2011.
• Participated in the India International Trade Fair (IITF) in the West Bengal Pavilion at Pragati Maidan, New Delhi from November 14, 2011 to November 27, 2011 with 42 Units.  
• Photo Identity cards and Health Insurance Scheme for the weavers: The scheme aims at financially enabling the weaver community to access best health care facilities and covers all pre-existing as well new diseases with substantial provision for Outdoor Patients Department (OPD) facilitates. The scheme covers a weaver, his/her spouse and a maximum four of children. A total of 3,16,276 number of Health Insurance Cards have been prepared and being distributed to the concerned weavers.
• Establishment of Silk Park at Malda in the state with state-of-the-art infrastructure for overall promotion of the industry.

HIGHER EDUCATION

• This year 38,500 seats in general Degree colleges, 4000 seats in Engineering Colleges. 720 seats in Law Colleges and 1,200 seats in B.Ed. Colleges have been added to their present capacity.
• Arrangement for paying salaries to teachers and non-teaching staff of Govt. aided colleges on 1st day of every month has been taken up.

SCHOOL EDUCATION

• Payment of salaries to teaching and non-teaching staff through bank by way of e-payment within the 1st week of every month
• Up-gradation of schools (from Junior High to High and from High to Higher Secondary) in process.

LAW

•  The Singur Land Rehabilitation and Development Act, 2011 (West Ben. Act IV of  2011) was passed.

•  Bengal Land Reforms (Amendment) Bill 2012 passed.

•  A bill for the creation of Gorkhaland Territorial Administration (GTA) was passed in the West Bengal Legislative Assembly on 2 September 2011.

 JUDICIARY

•  Nineteen Human Rights Courts in nineteen districts have been established.

•  Three CBI Courts at Kolkata have been established and they are functioning.

•  Advocates Welfare Fund Trust Committee has been reconstituted for the welfare of the Advocates of the State.

FOOD AND SUPPLIES

• BPL benefits under TPDS have been extended to all general, OBC and SC families living in the said Block areas having annual income not more than Rs. 36,0C only and also to all ST families having annual income not more than Rs. 42,0C only. Those identified families are getting subsidized rice @ Rs. 2 per kg enhanced scale. Each five-member family is getting now 55 kg of subsidized ft grains (rice and wheat taken together) per month.

• Distribution of ration cards to identified beneficiaries is being done by organizing special camps. So far around 13 lakh ration cards have been distributed.

• In Hill areas of Darjeeling district scales of distribution of food grains through TPDS have been doubled. As a result of which each family comprising of five members is now getting 65 kg of food grains (rice, wheat and wheat taken together) per month at subsidized rate.

 LABOUR

• Industrial Dispute Act and The Minimum Wages Act are given maximum emphasis.

• By now, State Government has already declared the revised minimum wages in respect of 31 scheduled employments, and 20 more will be declared soon.

• The State Assisted Programme for Unorganized Workers (SASPFUW), a pioneering project for unorganized workers has been computerized by developing web-based system.

AGRICULTURE

• Credit Mission - KCC
  The Department has launched a mission for giving away of KCC (Kisan Credit Card) by March 31, 2012. The Department is working with the support of the DMs and BDO is organizing camps at GP level.

• Crop Insurance
  For Paddy, Pulses, Wheat, Oilseeds and other non commercial crops the entire premium on account of the insurance shall be paid by the Government. For Potato the Government is subsidizing the premium such that the farmers pay only 4.85 % of the insured amount as premium.

• Fertilizers
  The Department has been able to move 15 lakh MT of fertilizers into the State over the last 200 days. To ensure that no fertilizer is sold over the MRP, the Department has al carried out 7142 inspections resulting in 347 numbers of suspension, 61 cancellation of Fertilizer.

• Krishak Bandhu Steps have been initiated for appointment of 20,000 Krishak Bandhu to facilitate extension of agricultural services to the Gram Panchayat level.

AGRICULTURE MARKETING

• Kisan Mandis and FPOs - The government has earmarked a fund of 310 crores for supporting the setting up of 500 rural marketing complexes, Kisan Mandis, @ at least 1 per block, having marketing platforms, warehouses, cold storage / multi-purpose cold storage, price ticker boards and other ancillary facilities such as Extension counters of the banks, agricultural input sale points etc., under public private partnership (PPP) mode.

• The West Bengal State Marketing Board has undertaken the construction of 36 Multi Purpose Cold Storages. One Cold Storage is already operational at Champadanga and others are at various stages of completion.

• The schedule of levi-able items under the APMC Act has been reviewed and all Vegetables and Fruits have been exempted from payment of any levy.

• A Task Force has been constituted by this Department for monitoring prices of vegetables.

FISHERIES

• Development of inland Fisheries and Aquaculture – 231 hectare water bodies brought under the scientific pisciculture for increasing fish production.

• Development of Infrastructure facilities in the fishing villages – 33 nos. of infrastructure facilities like roads and community halls have been developed in fishing villages.

• Old Age Pension to old and infirm fishermen for the year 2010-11 – The pension @ Rs.1000.00 per month was paid to 2990 old and infirm fishermen as social and economic support.

• 100 M.T. Ice Plant at Digha Mohana Fish Market Complex at Lalgola (Murshidabad), Ushidpur (Nadia) and Mirzapur (Paschim Medinipur)

• 180 boats delivered to Fishermen Co-Operative Societies at different districts under RKVY Scheme.

CONSUMER AFFAIRS

• A task force has been constituted and regular enforcement drives are being conducted by the Legal Metrology directorate and legal actions are being taken. The Directorate has realized more than Rs. 6 crores as verification fees etc. from 178333 traders. Besides more than Rs. 24 lakhs have been realised as compounding fees. 1258 seizers were also made during this period.

• Steps have been taken with help GTZ (a German Development Co- Operation) for arrangement of court annexed mediation centre at the Directorate Hqs. at Kolkata.

• In the entire forum including the State Commission for the period from May to September 2011, 1794 cases has been disposed of out of 1841 cases.

ENVIRONMENT

• A campaign for the greening of the industries has been taken by WBPCB. This initiative resulted in plantation of thousands of trees in Asansol sub division.

• Massive campaign on controlling usage of polythene carry bag below the specified dimension has been launched. The campaigns have already received initial success.

• Sustainable coastal zone management through implementation of Integrated Coastal Zone Management Project has been started.

PUBLIC WORKS

• A state-of-the-art Intensive Theraptic Unit (ITU) has been built by this department at PG Hospital (SSKM) within record time. As desired by Health & Family Welfare Department 12 number of Sick Neonatal Care Unit (SNCU) has been constructed in different districts.

• E-Tendering and e-procurement has been introduced for any tender above Rs. 5.00 lakh from 01.01.2012.

• 22 idols of eminent personalities at Writer’s Building and in other parts of Kolkata have been decorated with lights.

MASS EDUCATION EXTENSION & LIBRARY SERVICES

• Necessary Govt. order has been issued for disbursement of salaries of around 5500 employees of Govt. Sponsored Public Libraries in different districts, on the 1st day of every month.

• The modernisation of public libraries through a computerisation project was consolidated, initiative had taken to connect the State Central Library and 26 District Libraries of the State.

• Four proposals involving an amount of Rs. 87 lakh have been sanctioned for development of institutions for students with special needs in different districts.

CO-OPERATION

• The Agri loan in Co-operative sector is issued through Kisan Credit Cards so that farmers can avail of multiple crop loans within a single year.

• 5 PACS and 17 Primary Agricultural Credits Societies have been sanctioned

• Multipurpose Cold Storage for preserving fruits and vegetables.

• Women, especially those belonging to the poor landless category are provided credit and employment opportunity through the formation of Self Help Group (SHG).

FIRE AND EMERGENCY SERVICES

• Construction of 3 new Fire Stations namely at Bhadreswar in the district of Hooghly, Haldibari in Coochbihar and Gobardanga in Norht 24-PGNS has been completed and new fire stations have been approved for Khatra in the district of Bankura and Jhalda in the district of Purulia.

• This is the first time in the West Bengal Fire and Emergency Services that a course on Disaster Management has been introduced.

• The Directorate of Fire & Emergency Services has been re-organised into district wise.

DISASTER MANAGEMENT

• West Bengal State Police constituted 3 Search and Rescue teams and Kolkata Police constituted Disaster Management Group with fund from the State Disaster Response Fund.

• Sanctioned Rs. 16.80 lakh to the Director of Disaster Management for vertical extension of the Relief Complex building.

• Provided fund to the Resident Commissioner at Delhi for conducting Search and Rescue operations outside the State.

CIVIL DEFENSE

• Construction of Civil Defense Resource Centre at Pursure, Hooghly, Mohanpur, Paschim Medinipur, Pataspur-I Block in Purba Medinipur has been completed

• Construction of New Administrative building for WBNVF Directorate at Kalyani, Nadia has been completed.

ANIMAL RESOURCE DEVELOPMENT

• Vaccination of cattle and small animals – 76.00 lakh unit, 43% higher achievement over target.

• 11 new Primary Milk Co-operative Societies having 500 farmer members were organised.

• Installations of Bulk Milk Coolers in Paschim Medinipur and 4000 LPD milk processing unit at Kusumgram and Burdwan were completed.

TOURISM

• Website created, functional since 1st October, 2011.

• New Tourism Counter opened at Netaji Subhash Airport, Kolkata.

• Darjeeling Tea and Tourism Festival held from Dec 20, 2011 to Jan 5, 2012. Beach Festival organized at Digha and Mandarmani.

HOUSING

• Construction of 1928 flats and 4942 dwelling houses started under EWS housing Scheme.

• Special emphasis was already given for the minority people by taking up the construction of “Gitanjali”, the EWS housing scheme.

• A total allocation of Rs. 127.69 crore has been contemplated for housing development in the forest area, Jangalmahal in paschim Medinipur for the people living there.

WOMEN & CHILD DEVELOPMENT AND SOCIAL WELFARE

• Steps have been taken to make operational the newly approved 160 ICDS projects.

• Project for setting up of the Special Home for Mentally Retarded persons in all districts under PPP has got approval.

• Indira Gandhi Matritya Sahayog Yojana aimed at addressing the problems in anti-natal care of women has been started implementation in Jalpaiguri and bankura.

BACKWARD CLASSES WELFARE

• Hon’ble Chief Minister has announced distribution of Bicycles for all girl students studying in classes IX-XII in the 23 LWE Blocks of Jangalmahal areas.

• WBTDCC Ltd has provided training to 4830 trainees under Tribal Development Schemes.

• Steps has been taken to promote of Alchiki and local language of Darjeeling.

 SELF HELP GROUP AND SELF EMPLOYMENT

• More than 22,000 entrepreneurs including 491 of Jangal Mahal have been assisted with Self-employment loan schemes under the Bangla Swanirbhar Karmasansthan Prakalpa (BSKP) with govt. subsidy.

• Under the West Bangla Swanirbhar Sahayak Prokalpa (WBSSP), nearly Rs. 1.39 crore subsidy amount has been released so far in favour of District Magistrates to sanction interest subsidy.

NORTH BENGAL DEVELOPMENT

• For roads & bridges etc., PWD has been entrusted with the task of preparing DPF for as many as 35 schemes in the first phase amounting to Rs. 204.46 crore.

• Operations of a Neo-Natal Care Unit is ready and a New Labour Ward has already been stated at Siliguri District Hospital.

• The problem regarding revision of wages for the tea garden workers was solved in the tripartite meeting with the active initiative of this Department.

• An amount of Rs. 5.20 crore has been allocated to Tourism Department for promotion and renovation of some tourist spots.

• 38 seriously injured persons and 17 partially injured persons were provided financial assistance @ Rs. 50,000 and Rs. 25,000 each respectively to the victims of recent earthquake.

FOREST

• Plantation
  Plantation has been made in an area of 9410 hectares.

• Zoological Gardens
  Initiatives have been taken to improve facilities at Alipore Zoo and historical Darjeeling Zoo. Plan for development of National Parks & Sanctuaries has also been taken up; Satellite zoo at Dowhill has been completed.

• Conservation of Tiger Reserve at Sundarban is a major programme. For this purpose several measures like anti-poaching, behavioral studies of tiger, improvement of sweet water ponds within the jungle area have been taken up.

CORRECTIONAL ADMINISTRATION

• Construction- Construction works of sub correctional homes at Tehatta in Nadia District and Raghunathpur in Purulia District are going on and expected to be completed by this year.

• A joint venture has been taken in association with Indira Gandhi National Open University to open Learners' Support Centre at Alipore Central Correctional Hon DumDum Central Correctional Home and Hooghly District Connectional Home.

FOOD PROCESSING INDUSTRIES AND HORTICULTURE

• 150 hectare infertile lands in districts of the western pat of the state have been brought under cultivation of fruits like mango etc. Post Harvest Dissemination Centre at Ramkrishna Mission Ashrama, Narendrapur, South 24 Parganas (Rs.99.32 lakh)

TECHNICAL EDUCATION & TRAINING

• 2,000 seats have been increased in Polytechnic College.
• 10 new Polytechnic College will be established in the state.
• 2000 seats have been increased in different ITIs.
• The World Bank is conducting a thorough study of the Technical Education and Skill Development Sector in West Bengal after interacting with various stake holders, to prepare a road map for the short term, medium term and long term to ensure the futuristic development of this crucial sector within an integrated framework.

SCIENCE & TECHNOLOGYGY

• Identification of locations for construction of Check Dams and Percolation Tanks have been carried in Puruliya, Bankura, Paschim Medinipur and Birbhum districts. Total of 60 such schemes have already been funded for construction/renovation.
• A Land Bank, depicting the major land use and land cover categories are under progress for the Land and Land Reforms Department. It covers the seven (7) districts of the State viz Murshidabad, Nadia, Howr Hooghly, North 24 Parganas, South 24 Parganas and Purba Medinipur.
• Rajiv Gandhi National Drinking Water Mission - Database has been generated for the drought prone districts of Birbhum, Barddhaman, Purulia, Bankura and Paschim Mcdinipore.

BIOTECHNOLOGY

• Up-gradation of infrastructure in bioinformatics by DOEACC for its O/A/B level to Post Graduate level courses.
• Establishment of Resource Centre for hardening of tissue cultured plantlets at Women's Technology Park at Sagar, South 24-Parganas.
• A project for identification and molecular characterization of Chikungunya virus.

WATER RESOURCES INVESTIGATION AND DEVELOPMENT

• Large Scale Harvesting of Rain Water. Reserve Water Preserve Water (Jal Dharo-Jal Bharo) Programme has been initiated on multiple platforms.
• Construction of 15 nos. check dams. 51 nos. SFM1S & 28 nos. dams in Bankura and Purulia.started. It will create 5303 ha. additional irrigation potential.

• Various development works in the Jangal Mahal areas under PUP of the Purulia District through DFO, Purulia Division. Sanctioned amount Rs. 2.19 crore.

• Extension of Sick Neonatal Care Unit (S.N.C.U) and Gynecology & Maternity Ward at 2nd floor of Deben Mahato (Sadar) Hospital in the district of Purulia.

• Construction of barrage over river Kana Ajoy in Birbhum district is going on Nearly 1,500 families attached to agricultural activities will be benefited.
• Up-gradation of Jhargram Sub-Divisional Hospital.
• Restoration of Kangsabati Reservoir.
• Construction and Renovation for Jhargram Adivasi Market by D.F.O. Jhargram.

• The Chief Minister personally felicitated the teams which won at various stages of the inter club football tournaments held in 3 districts, i.e. Purulia, Bankura and Paschim Midnapore on January 1 2, 2012 in the closing ceremony of the Jangalmahal Festival at Jhargam. The Chief Minister handed over an amount of Rs. 25,000/- to each of the 710 clubs for the overall promotion of games and sports at Jangal Mahal.

• The Chief Minister gave a grant of Rs. 2 lakh to each of the 790 clubs of the state in a function organized by the Depatment of Spot at the Netaji Indoor Stadium on January 30, 2012.

TRANSPORT

• To ensure that general public is not put in greater discomfort, the State Govt. ensured that there is no increase in bus/taxi fares due to the increase in diesel prices.

• The modalities for introduction of life time tax on new private vehicles are being worked out by the Transport Department. The existing practice of 5 years will also continue.

• New bus terminals at Baidyabati in Hooghly, Egra in Purba Midnapore, Bolpur, Ghatal, Chaulkhola, Nabadwip, Purulia, Tamluk. Bankura and Lot No.8 at Ganga Sagar have been approved.

• New Auto-Manual Traffic Signals at different districts and suburb areas have been approved.

YOUTH SERVICES

• The Birth anniversary of Bidrohi Kobi Kazi Nuzrul Islam was celebrated in befitting manner at the State and District level on May 25, 2011.

• The Birth Anniversary of Shri Bidhan Chandra Roy, Architect of Bengal was duly observed at the State and District levels on July 1. 2011.

• Toppers in different State Examinations felicitated with Certificates, Mementos, Books and Rs. 5000 each.

• Death anniversary of Rabindranath Tagore was observed on August 8, 2011 as part of Youth Festival Programme throughout West Bengal at the block/municipality corporation/borough/district and state levels.

• The Birth Anniversary of Pandit Iswar Chandra Vidyasagar was observed in befitting manner.

• Department has decentralised procurement of sports good and accordingly funds have been allotted to Block/Municipal level @ Rs. 1 lakh to purchase spots goods and distribute them among clubs at block/ municipal level.

SUNDARBAN AFFAIRS

• 389 Nos. of Sinking of Tube - Wells;  in different Blocks under Sundarban region, achievement- 75%.

• Fishery operation in Jharkhali  Fish Farm; in different Blocks under Sundarban region, achievement- 65%.

• Distribution of 10,338 Bicycles amongst the girl students of Class - IX of all the High Schools, Higher Secondary Schools & High Madrashas ol Sundarban region.

REFUGEE RELIEF AND REHABILITATION

• 976 FHTDs in different districts of the state during this period. 

• Four Government recognized primary schools, six governments recognized high schools, two libraries and ten social welfare organizations have been provided with land on lease considering their professional competence as the yardstick.

• An amount of Rs.11.18 crore towards payment of L.A. Compensation for regularization of Belgachia Kismat Squatters' Colony in Howrah has been released in this period.

• This department has earned a considerable amount of revenue by way of leasing out a water-body to a registered Fishermen Co-operative Society and by way of leasing out two markets consisting of refugee shop-owners in refugee colonies.
